TheWoWDBI found him at 82,78, in the shallow water just North of Umbrafen Village. I was able to solo him as a 62 frost mage. He was immune to snare/rooting - I had to resort to bouncing agro with my pet and a couple ice barriers, luckily he didn't hit *too* hard.

Found him at 82, 72... and he spawns somewhere around there too ;) Very easy elite.
i kinda cheated at this quest. i happened to pick up the escort quest "escape from umbrafen", and the escort is a healer and pretty much can't die. when we were walking by boglash, i tossed a throwing knife at it, and the escort healed me through it. so anyone could do it solo, regardless of the level.

Description
