so i turned in the 16 and im not seeing it add anything to the buff
You don't "pick this one up". It's a repeatable turn-in. Our helpful Beetle General is at the beginning of the raid with a hologram - just turn in your 16/32/64 Nerub-ar Finery as you see fit.
