Really odd that there are no special dialogue for Night Elves during this questline.
Appears that you need to have One Does Not Simply Walk Into Harandar completed to see the storylines:

I saw them at level 88 after completing the main story of Harandar

What to do
Description
{name}, I was the Rootwarden of Teldrassil. For years, I watched the roots here below the surface, but I was not aware of what was threatening the tree outside of Harandar. For just as long, I have regretted that failure, but we cannot change the past. I wonder, however, if roots so great may still have life within them. Might there be something which can still be done? I do not know, but I do hope. Will you join me at the Shrine of Ages, to tend the roots?
