Renown 3 with Hara'ti is needed (and some sources say lvl 83 - not sure about level, but as soon as I finished Har'mara mini storyline and reached Renown 3, all the Sojourner quests unlocked in the area (including this one).

What to do
Description
It is good to see you again, {name}. Orweyna told me that you might be able to help me with something. A group of rutaani were due to arrive here earlier today, but they're late. They're coming up from Blooming Terrace with my mentor, Ru'gar, and I am worried they've had trouble on the road. Will you scout along the road from here down to the Terrace? I'll come up from there and we can meet on the way if we find nothing.

Over the hill north of here is a fungarian village, Fungal Cleft. I believe the missing rutaani have been taken there. The fate that awaits them is a brutal one if we do not get them back quickly. Usually, fungarians favor hosts that are already dead for their reproductive purposes.
