This is not obvious, but in order to reach the NPC, run up to the flightmaster where you get the quest.
Then select the "Serpent Shrine" as destination. It is automatically added as destination.Once you arrive you can talk to the NPC without problem.

To get to the Bowmistress Li Tsz-Wai go to Shado-Pan Fallback in Kun-Lai Summit. There is an opening on the East side to get inside of the building. Go all the way up and head south until you see Bowmistress Li Tsz-Wai.
Or level up to level 90 and get the flight training and just fly to her :)
The flight path is called "Serpent's Spine, Vale of Eternal Blossoms"

The Klaxxi are only rumored to exist, far beyond the wall in the Dread Wastes. Few have ventured into that territory, and none have returned to tell the tale. If you are set on finding these... Klaxxi... there is a small group of Shado-Pan manning the wall to the far southwest who may know more.
