TheWoWDBIf you are not level 90 and can't fly, the easiest way to complete this quest is to go to the flight master in the Shrine of Two Moons (where you picked up the quest) and fly to Serpent's Spine.
It appears, after a recent patch, once you accept the quest you'll get the yellow message saying you've discovered a new flight path, so you can take the flight from any flight master.

The Klaxxi are only rumored to exist, far beyond the wall in the Dread Wastes. Few have ventured into that territory, and none have returned to tell the tale. If you are set on finding these... Klaxxi... there is a small group of Shado-Pan manning the wall to the far southwest who may know more.
