Cowlen is on the end of a dock that protrudes from the far south eastern corner of Silvermyst Isle. If you've been to Traitor's Cove, just continue following the island south down along that east side, and you can't miss it or him. Technically he is in the Veiled Sea because you switch zones at the furthest point on the dock.

Description
In the fevered dreams of our injured guest, she spoke of a fisherman, Cowlen, who was in some distress at Silvermyst Isle, to the southwest, off the coast of Azuremyst. With all that has been happening, no one has had the opportunity to look into it, but I do feel a bit of worry. Perhaps there's something you can do, {name}?
