This quest is not showing up for me, I've been to Orebor Harborage on my travels back and forth, done three quests from there, all the quests from both Cenarion Expedition and Telredor, but this quest isn't showing up. Any help would be appreciated.

• Accept the quest, The Orebor Harborage, from [npc=18003] at coords 68.2, 49.4 (Telredor).
• Travel northwest to coords 41.8, 27.2
• Turn in the quest to [npc=18008].

Description
As you know, many of Telredor's inhabitants are refugees from the war that decimated the draenei. It is my goal to maintain Telredor as a safe haven for all of our allies in this struggle. There are some who desire to join us, but feel they are not yet ready. We owe them whatever help we can provide, {name}. A group of Broken under the leadership of Ikuti have taken shelter in the ruins of an old temple to the northwest of Serpent Lake. Seek them out and extend your hand in friendship to them.
