The Strike on Zuldazar requires revered reputation with [faction=2159].
You gain reputation by doing world quests and emissary quests on Zandalar Isles or follower missions.
World quest usually gives you 75 reputation, emissary - 1500.

Ready for War is a part of Battle for Azeroth Pathfinder, Part One ( Rewarding Increased Mounted Speed in Kul Tiras and Zandalar).

I also don't feel like this part is relevant to the achievement, but have no better place to put it.
So if you want some more sidequests info, take a look at this table:There are several special quests to unlock outposts. I'll explain how this works on one example and every other works the same:
- You buy [item=163043] from [npc=135446] (7th Legion emissary)
/way Boralus 69.30 24.93 Vindicator Jaelaana- It unlocks follower mission [mission=2090] ([item=162975])
After 3-6 hours you can take a quest Mission Report: Ambush at Grimwatt's Crash.
If you had full bags, check your post for the item- Following quest Grimwatt's Crash is to go and build an outpost.
Outpost is located in Nazmir (At 34.20 63.45)
/way Nazmir 34.20 63.45 Grimwatt's Crash
This steps unlocks windrider in Nazmir <= map- Now you have to wait for the next Rare follower mission [mission=2096] to pop up
After 3-6 hours you get Mission Report: Ambush at Grimwatt's Crash quest.- Following quest An Unexpected Guest is upgrade outpost quest for this outpost
