A WORD OF ADVICE: You will be given an Irontide pirate disguise (extra action button) for the Dress to Impress, which allows you to do that one and several others, as you will be neutral to Freehold citizens. DO NOT DO Fairwind's "Friends" until you've done (and turned in) everything else in Freehold. When that quest is complete, you will lose your disguise! It makes it very hard to do the other quests or even just to turn them in, because you'll have to kill everything in your path!
Quests in the main Freehold line: The Keys to Success in Freehold, Raise a Glass!, Rodrigo's Roost, The Big Job and Fairwind's "Friends".
Freehold side quests: Recruiting Efforts, Flew the Coop, Rodrigo's Revenge, Missing Treasure!, Loaded for Bear, The Beatings Will Continue, and Rig Robbing.
To pick up the quest you have to find Azerite Cannonball at Freehold.
Check the minimap for quest marks to find them.
After you got the quest, collect some [item=152628]s and find a cannon.
