Speak with the king and use NPC-mount([npc=129561]) near him. This will start Gonk short speech and you will end up in the Temple of the Prophet.

I just wanted to ensure this is saved online somewhere since it gave me such a problem. I did most of the Zandalar campaign (up to this quest), then switched to Voldun since I wanted to start working on my Voldunai faction. At the end of the Voldun quest campaign, you are supposed to hand a note in to B'wizati in Zocalo, however, everyone in Zocalo disappears when you enter the area. The fix was to complete this and the followup couple quests (getting King Rastakhan to safety).
I tried everything else I could think of, even dropping all quests that I had in my quest log, deleting the game cache, checking on other characters, waiting a day in case there was a world quest that was interfering, etc... this fixed it immediately. So make sure if you start this quest chain, you finish it.

Description
Zul began a coup, but he did not secure de pyramid for himself. Nor has he done anything to rally more to his banner outside of those who were already conspiring with him. Dis concerns me more than if he had carved his face into Dazar'alor itself. We must learn what he is up to. Join de disciples of Gonk and ride ahead to de Temple of the Prophet. Look to Wardruid Loti for further orders when you arrive.
