I know it's weird, but I felt really terrible to go around killing hippogryphs for this quest. For anyone else who feels terrible about the massacre of hippogryphs, go to the area north of Azurewing repose (should show up as a blue area on the map as one of the places you can fulfill the quest). Here there are aggressive "Tormented Hippogryphs" who need to be put out of their misery. This can assuage the guilt a bit! :D

Description
I can train you, though. Everyone knows about the bright stormscales on the hippogryph's hindquarters, but did you know that they also have a few scales beneath their feathers? You just need to know where to look. <The night elf spirit indicates a few places near the hippogryph's wing joints.> Now go see if you can get some on your own.
