If Iggy doesn't have the quest although you had completed the Shadow of his wings storyline - you have to turn in obsidian key to Wrathion or Sabellian first. Then you can turn in next key to Iggy.

Related to the group event in the Obsidian Citadel - Waking Shores that can unlock several rares in the area

2. Kill mobs in the Obsidian Citadel area and collect [item=191251] & [item=193201]

   Combine 30x [item=191251] & 3x [item=193201] fragments into 1x [item=191264]
5. 
   
6. Now you have an option to turn you key to 4 questgivers listed below in the table
   You will also get reputation after turning in the key.
   Every player can turn the key and when all of you collect 20 keys a quest starts and it unlocks the rare

8. Keys turn in gives rep with [faction=2517] or [faction=2518] depending on which one you choose.
   And they have different rewards vendors: [npc=188625] & [npc=188623]

Unlike the other 3 turnin's for "Unlocking Our the Past", this guy gives no rep for keys, which seems odd. However, his chest is not the Obsidian Cache but [item=201817] which can contain [item=199215]. Still seems like it should give rep as well.
