For horde:
1) Fly to Cullen's Post, Stormheim
2) Talk to Vethir (storm dragon)
3) Choose the first option "Take me to the top of the Galebroken Path"
4) Go across the fallen bridge
5) You can see a cave at top of little cliff ahead of you, use the grapple point and there he is.
At Lorna's Watch, you will find Vethir (big dragon).
If you talk to him he can send you to Galebroken Path, that is very close from Fathnyr.
For Alliance start at Lorna's Watch! Vethir is there also.
