TheWoWDBYou do not need to be in a group to complete this (3 player) quest. I came upon Kuu'rat already being attacked by several players. I joined the attack, but I was not in any group. I was still able to loot Kuu'rat and complete the quest.

Kuu'rat is located in Drybone Hollow, at 34, 27. I couldn't locate him when my garrison was only level 1, but once I upgraded, he became visible.

Posted by: Eremor A ferocious elekk of unprecedented size has been seen near Gloomshade Grove. Known to some as the ivory death, she is abnormally aggressive and has already taken the lives of several unwary travelers. The rangari have as yet been unable to corner this creature. Anyone capable of taking down this beast should exchange proof of her demise to Eremor for a hefty bounty.
