If you're wondering why you can't pick this up, 7.3.5 introduced new pre-requisites for a lot of quests in Ghostlands.
Complete The Twin Ziggurats first and then you'll be able to pick this quest.

I recommend bringing someone with you, especially if you are a caster because some places are filled with mobs that get aggroed very easily.
I did it as a level 18 paladin with another paladin, same level.

Captives at DeatholmeGhostlands · Level 1-30
Ah, yes. I possess a draught that will break most forms of alchemically induced stupor. Side effects include confusion, nausea and - in rare cases - temporary blindness. All much preferable to whatever the Scourge plans to do to those prisoners in Deatholme, if you ask me.

After this quest

Taken from the storyline's own step order.

Dar'Khan's LieutenantsGhostlands · Level 1-30
The odious traitor, Dar'Khan, has risen to great power among the ranks of the Scourge. His lieutenants command vast armies of undead against our dwindling numbers. Masophet the Black, Jurion the Deceiver, Borgoth the Bloodletter, Mirdoran the Fallen.
