Waterlogged Tome is under the Karazhan, there is a village nearby, in one of the destroyed buildings you can find a path under the ground, it's called The Master's Cellar, go there and find area with water, the tome will be in the corner. For those without cords and don't want to watch the video, lets be clear here there are 2 sets of stairs going down into "The Masters Cellar" you want the stairs that are NOT next to the hay wagon. Its the set directly behind you if your facing the set next to the hay wagon.
