If you are seeing the exclamation mark for this quest at Karsus Landing in [zone=7502] but there's nothing there, that means that you probably ignored the Enhancment's artifact quest at your Class Hall !
Go back there and speak to [npc=99531] (Thrall's wife) at 35.7, 79.3 and accept the Enhancement quest.
Then, Stormcaller Mylra will appear right in front of you at 35.0,76.1 mounted in a Stormbeak - just click on it! :)

I don't think I've ever been quite so confused with quests.
My shaman is alliance and Elemental spec. This quest showed on Myra while I was doing the Firelands quest chain, so I picked it up. When I'd completed the Firelands stuff and went back to the order hall, there was no Stormbeak to fly out on but there was a circle on my mini map where it should have been. Thinking it may just have been bugged, I dropped the quest and went back into Firelands but found no quest to pick up in there.
I checked here for help. Then I noticed it's a horde quest?
So, on an alliance Elemental shaman I was able to pick up a quest for a horde Enhancement shaman? Or.... ?
If Stormbeak won't appear, speak with Aggra and accept the Enhancement artifact weapon quest. Needless to say, it was a bit confusing when Stormcaller Myra offered this independantly different quest while I was doing the Shaman order hall campaign Brand of Damnation quest in the Firelands.

Description
You saved us all, shaman! Thank you! Thrall wants to dive right into the Maelstrom and retrieve the Doomhammer, but I worry - he was badly wounded in that last fight, and that demon Geth'xun may still be alive down there. We should go with him. Hop on Stormbeak when you're ready and we'll track down that artifact!
