If you find yourself stuck on questline progression after completing this quest and A Little on the Side, the next quest is Rune Ruination. Rather than fighting your way OUT of the mine with Initiate Goldmine, you want to fight down and further in -- there will be a rune that will be pretty obvious, the Twilight Rune of Earth, that will give you that next quest, Rune Ruination. You'll go all the way into the back of the cave, completing Rune Ruination along the way, and receive the quest A Fiery Reunion. Completing that quest will give you a port out of the cave and let you continue on the zone questline progression.

During this quest, my game decided to quit on me. When I logged back in, the questgiver had of course despawned, while I was inside the mine.

Instead of hearthing however, I left the immediate sub-zone (after getting out of the cave) and then flew back into the sub- zone and re-entered the cave. A few steps in, the quest giver spawned, just as Sizel mentioned.

I was searching the NPC to turn in this quest for ages and finally got stuck behind some pillar in the water. Used the HS to port home and run back into the (§"&$)=( cave.
