Actually he's not phased, he's just moved. Try SE of where he is marked (or NE from Crushblow) near where you have to fight the giant. Loc 50.5,70.7

If you do this quest out of order, the phasing effect of the area will glitch and the npc will be invisible, but the marker will remain
Celestian is correct. I found him directly SE of where he was orignally, near the middle building just south of the "ns" in the word "ruins" on the map.

What to do
Description
Hey there, lad. I'm sure Keely's got you worrying about our brothers, but they can take care of themselves. They'll find their way back here one way or another. Maybe you can do me a favor while you're out meeting the family... Dunwald territory is still infested with Twilight's Hammer and their servants. I'd appreciate it if you could remind them that they're not welcome.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Dunwalds Don't Die
As I understand it, you're to be looking to bring the Wildhammer clans together with the Alliance for war. Not sure you know what you're gettin' into. Anyway, if it's battle you're preparin' for, there's definitely one family you want by your side.
After this quest
Taken from the storyline's own step order.
- Sifting Through The Wreckage
The Twilight's Hammer were damn thorough when they sacked our town. Me and me brothers may well be the only ones that held'm back. I gotta be sure though. As you're siftin' through the ruins, keep an eye out for the bodies of me kinsmen. I wanna know if dere were any survivors...
