Welcome to the highlands, soldier. You're here just in time.
Horde troops just launched an assault from the air. Step up and do something about it. Clear them out!

unless of course you turn in another quest before doing this one, the zone phases, and all the horde you're supposed to kill for this quest are killed off...
I had the same problem but I kept the quest figuring I could complete it with a guildy when they came through the zone to try that. However, today I randomly found the appropriate mobs swimming in the water off the most southeast corner of the island with the tower on it SE of the keep. I'm almost positive I checked there previously and I've had a ticket open for 3 days waiting for a response. I'm not sure if they added the swimming mobs to adress the issue or if I just missed them before. Regardless, I was 7/10 on the mobs before hand, killed three of them, and then turned in the quest to Fawkes at his post phase location (pathing around the center fountain). I hope this helps and works out for others.
Really simple, there's an abundance of "Horde" around. The biggest amount is off to the right of the ship. There are easily 10 just sitting there not doing anything.

Right then, just hop in the seaplane behind me and I'll fly yeh to the Highlands. We're to report to a feller named "Lieutenant Fawkes." I've promised the King we'd get there lickety-fast, so I took the liberty of ditchin' any excess weight. Like seatbelts. Parachutes. Maps. Stabilizers.

Har! We get to jump right inta the action, <name>. Looks like Highbank has whatcha call a zeppelin problem: that airship is poundin' the crap outta the walls. Listen, I've got me an idear so stupid it's genius. I just need some cannon powder.
