I had the same problem but I kept the quest figuring I could complete it with a guildy when they came through the zone to try that. However, today I randomly found the appropriate mobs swimming in the water off the most southeast corner of the island with the tower on it SE of the keep. I'm almost positive I checked there previously and I've had a ticket open for 3 days waiting for a response. I'm not sure if they added the swimming mobs to adress the issue or if I just missed them before. Regardless, I was 7/10 on the mobs before hand, killed three of them, and then turned in the quest to Fawkes at his post phase location (pathing around the center fountain). I hope this helps and works out for others.
Really simple, there's an abundance of "Horde" around. The biggest amount is off to the right of the ship. There are easily 10 just sitting there not doing anything.
