Found, and killed in shipwreck cove. Did not drop any loot for me though, for some reason.
Also important to note, once you kill the murloc, you also have to kill the crab he was riding on.
When killing this rare, kill the crab he rides first. When he is mounted on the crab, he does some sort of leap that propels him forward over quite a distance. At one point, he had hopped so far away from his original spawn point that he despawned. Killing the crab first counters this.
