Start your way from Thunder Totem's second floor and go to the direction of Snowblind Messa (49.9, 63.6), when you reach the bridge turn right. Go along the road and you'll see [zone=7546] entrance. There is a path up the mountain near the dungeon entrance, take the path and you'll see Oubdob.

He was actually hard to find because right now he spawned only with the world quest DANGER: Oubdob da Smasher DANGER: Oubdob da Smasher(wrong name on wowhead)
So i think right now you have to wait for this world quest if you want to complete the achievement, but i don't know if it is intended or not.
World quest has blue quality, so rare has 50 millions hp by default.

Oubdob da Smasher is found at 47.74, 73.53, in Highmountain.
To find the route to him, use the South-East path from Thunder Totem, head towards Nethalrion's Lair dungeon entrance, then head to the path situated to the right, and above the dungeon entrance, which takes you up the mountainside.At the time of this posting, I was lead to him through a Wardens world quest which required you to kill him. I do not know yet if this is the only way to access him
At 44m health, this is not an easy rare to kill as a solo dps/healer, but as a 852 DH Vengeance, it was easy as pie.
Hit me for around 250k without mitigation, so is doable with healing as a tank solo.
When will he appear >_>. He is only NPC left for adventurer achievements

The game data tunes Oubdob da Smasher for levels 10 to 45, Legion content.
The map marks it with vignette 970, which the client hides once hidden tracking quest 39435 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(39435)) prints true when that quest is flagged for your character.
