TheWoWDBI got this quest today after training my pet up in Vale of Eternal Blossoms for the second iteration of Aqir Instincts. After I turned the quest in, however, [npc=48617] did not offer me a second quest. I don't know if this is a bug, but I will check him for a quest tomorrow and follow up here.
Update: Today I did receive the next quest in the chain for the mount. It was Otherworldly Armaments which I completed. Again, it appears that [npc=48617] has another quest, which is the one for the mount, but it can only be completed on the next day. It therefore appears that the Blacksmith is also on the same daily quest reset timer as the original trainer was.

I think it's safe to say that these quest descriptions are no long* proofread, and that thought saddens me. I don't think that's a quirk of a draenei's accent either.
