Edit on the 30th of October 2024: Seems like the Tinderbox have been moved out of the last treasure room, into the boss room.
It's in a chest to the right of the treasury door.You can loot it without killing the boss.
Edit on the 22nd of November 2024: Have had both "endings" to the quest on different alts. Have been unable to find a pattern. Odd.

If anyone is wondering - yes it can be done in a Tier 1. Just did it with the Evolved Research one, got everything for the quest in one go.

Description
Contained within the Underkeep lies a tinderbox, once belonging to the late Aelric Leid. This item reeks of powerful, corruptive energy. Its close proximity has leeched out to touch many nerubians. Your task is to retrieve that box and deliver it to me. To be safe, gather any tinderboxes you may find--we'll destroy them all, just in case.
