Wasn't able to find them at first, but they are located in the lowest section, around the entrance to the dungeon.

Ghos'opp can be found on the balcony of the Royal Apothecary at 49.2 51.6, and requests this bonus objective be accomplished.
Quest text:
Fangpetals are a favored ingredient of the Vizier. When fermented, its sap can be added to poisons [to] induce a death-like sleep.

A shipment of these herbs was scheduled for delivery to the Vizier, but it did not arrive. Doubtless it was seized by Queen Ansurek's auditors.

Gather a bushel of fangpetals yourself and I will ensure delivery to the Vizier.
The flowers can be gathered all around the area around the chasm in the Burrows; the flight point at 54.0/44.3 is located at the north end of this area.
