You can do either A Letter to the League or Drust in Time, but you can't do both. (You don't even get offered the other while you have one of them in your quest log.)

Speak with [npc=128381] in Thovas Base-Cam, use a ferry to get there.

The quest Drust in Time wasn't available after I did the other breadcrumb - A Letter to the League.

Nowadays usually all breadcrumbs can be done - you just have turn in the first breadcrumb of many, and then run to the other quest giver to pick up the second breadcrumb. This is possible, if you didn't pick up the followup quests.

But not here, the guard was not offering the quest.
