Prophet Velen is in the centre of Dalaran near the portal. Lord Tyrosus is by the Dalaran flight path circle. These may have swapped positions since the first month the quest was out. Return to your class hall and as you click the entry portal a choice will appear. Thanks to contributions below for the edit.Lord Tyrosus

Retail and Legion Remix:

[npc=110564] does not give you the quest immediately after you have completed the pre-quest (Fortifying the Temple). Regardless of whether you meet the requirements or not!
You must first leave the Order Hall and re-enter it so that the Legion attack is there and with it the quest. If the quest is still not there when you return, you should check the requirements in the other comments here.

Reason: Previously, there were five other quests between Fortifying the Temple and A Light in the Darkness. For these quests, you had to leave the Order Hall, and the current problem did not exist.
