This is bugged. Can't see any seaweed anywhere. tried reload, tried logging off game and exiting proper, turned off addons, put Outline mode on high and still nothing. Opened a ticket so hope it gets fixed cause I hate lingering quests.
EDIT: Gm contacted me and flagged the quest as ready to hand in but the NPCs weren't there. GM did advise it was a phasing issue and to hand some other quests in first which I did and the NPCs returned. So if anyone else gets this problem hand in any other quests you have first.
