This kind of roadblock needs to be made obvious IN THE GAME. Blizzard should not have to tell people "go to WoWhead" to figure out things as simple as this.
UPDATE: It appears that level 118 is not a hard requirement, as long as you can do the necessary prerequisite quests. Finding a chest in the open world gives you "The War Cache" quest, which is likely the one you are missing if you've completed all the legendary quests you can find around Boralus before you hit level 118.

You can pick it up at level 114, but you won't be able to do the necessary prerequisites in Zuldazar until you are level 118. Once you are high enough level, new campaign quests will appear on Wind's Redemption boat that take you to Zuldazar for about 12-15 more quests, after which you will return to the Wind's Redemption and be able to complete the follower quests. Once you have the followers you need, you'll be able to choose a path for "Adapting Our Tactics".
