Before taking the flight path to finish this quest take a stroll around the town, there are 2 more quests you can pick up and complete; "Young Hearts" and "Missing Pack".
Do not run back to Bladespire thinking you can complete some quests along the way, you must take the flight path for the quest objective to update.
You have to fly back to complete this quest, if you walk or use hearthstone you have to fly to the flightmaster and ask him to fly back to Bladespire Citadel again.
