The Slaves are one level upwards. In the Citadel, not in the Fortress :)
In case you hearthed in the middle of this quest line and are trying to remember where to go, the ramp to get to the top citadel part is outside - if you're facing the entrance to the citadel it's on your right.
If you see green slaves, they're not the ones you are looking for.
