When I got this quest I only had two ships:
- uncommon [ship=529.2] (H) | [ship=529.1] (A)
- rare [ship=491.2] (H) | [ship=491.1] (A)
Each ship has two "equipment slots": one unlocks when a ship is rare quality, the 2nd unlocks at epic quality.
The item you have to equip only fits a certain slot, one that is already taken up on the rare ship by the ability [garrisonability=272]. The uncommon ship won't have any slots unlocked to place the ability [garrisonability=269].
So you have to click the item and apply it over the existing (used) slot on your rare ship to continue. Since previous quests were teaching you about ships being destroyed, it looks like this is the lesson about how to replace abilities and make modifications.

If you look at your ships at your command table you'll see the Equipment Slots (only available when blue or purple). To install the blast furnace, drag the blast furnace into the Equipment Slot to take out what's there.
So, it 's a lesson in how to replace abilities without telling you that that's what you're supposed to do? I thought i had to find a boat in the shipyard and place it physically inside the boat. Seems stupid to me that I have to come to wowhead to find out how a how-to-use quest should be solved.

Description
Yes! Those are the blueprints I misplaced when I was fishing last week. These instructions match my prototype equipment one for one. Take this Blast Furnace and install it on one of our ships. This should let us break the naval blockade and expand our control of the Draenor seas.
