On the map, Rakkiri is just east of Grom'Gar in the Southwind Cliffs.

This was buggy for me...I didn't have a Clefthoof Quest item whistle in my inventory or next to the quest item - this was really confusing.

So rather than go away I went though all the whistles I did have on me, and in the end after killing Rakkiri 3 times, it ended up completing the quest while I was mounted on the Icehoof, rather than the Clefthoof.
