TheWoWDBEven though the bombs only work from the Zep, you can land on the boats and kill the pirates and cannons yourself and still get quest credit. I did this when I completed a trip 3 pirates and 1 cannon short of completion. Just fly down, aoe the boat and presto...quest complete.

On the very last ship, at the top of the mast, there is a pirate dancing. :-)
Hint: Stand at the very front of the Zeppelin and face backwards. You'll be able to drop your bombs both forward and backwards (through the Zeppelin). Whereas if you're facing forward, you can't throw them backwards through the Zeppelin, for whatever reason. This is the best way to solo this daily. Enjoy.
Also, I have yet to see someone else using this method.

All of our ships are sunk! We need your help to break the pirate blockade below in the Shattered Straits! Take these cluster bombs and hitch a ride on the zeppelin that Harrowmeiser has 'loaned' to us. He'll fly you over the decks of those pirate scoundrels, and you make sure to give it to them good! If you can't bomb them to smithereens, I'm afraid we'll never be able to break the blockade.
