TheWoWDBTo save anyone else from the confusion I had, you get transformed into a Murloc when you get near this quest area, and do the quest as a Murloc.
I thought something was bugged when I kept transforming into a Murloc as I approached the quest area and kept leaving, took a few times of that happening to get through my thick skull that it was supposed to do that.

I really love this quest, playing as murky combined with the fact that all the abilities you use are from Heroes of the Storm makes this one of my favorite World Quests.
In fact, if you fly over the area while the quest is up, you will be transformed in midair which will dismount you. I don't know if this would kill you if you were really high up at the time, like I was, but I reacted quickly and hit the bubble ability shortly before hitting ground and landed without any fall damage, so FYI that does work.
