While working on this for the world quest, I wasn't able to collect the Tufferfish. If you have this too, you need to swim down into the water and get low enough so that you can kill the fish. When you swim down to the level in the water the fish is at, you'll be able to collect them. Hope this helps you!
If you are having problems with the seaweed, simply leave the vehicle and it will pop you back to the starting point. Run back in and you will be back in control of your murloc and I had no problems then getting the seaweed.
As mentioned in a previous comment you do not need to loot the tufferfish. Make sure you swim deep enough down to take them out. Good luck!
