Follow Tyrande to Shala'nir, she will leave you after you reach it. You have to search for Malfurion at several spots:

Inside the Inn - 63.0 36.8

Near the Lake - 62.5 33.2

In the Village - 59.2 32.5, near the Meeting stone

Then go to 58.4 37.8, there a cutscene starts, turn in the quest when it ends.
