I just completed Same Day Delivery when i saw the Exclamation Mark at my map.
Went to Halduron, got this quest and now he is my follower.
..
I guess In Defense of Dalaran is next?

If you can't find Halduron Brightwing to start this quest, after In Defense of Dalaran, he's moved from the watch tower to stand outside the entrance to the lodge on the right.
I did wonder the same. I'd assume you're supposed to get Halduron AFTER killing Hakkar but not complaining :)
