You will not directly get this quest, you need to do all the quests (do stalkin' hunting' shooting' with addie's training) by the 2 npc's there (hemet and addie) before you can get scout it out.

A Hunter at Heart -> Scout it Out
Both of these are mentioned in the quest dialogue. Champion: Hemet Nesingwary opened up for me when these two were finished.
I've had some other quests done, including the basic beast slaying quests and Unseen Protection, so they may be required.
