If you are trying to turn in only this quest on SEEKERS VISTA and the NPC is not there, go to 40.6 - 45.6 (south of seeker's vista, if you open your map is exactly between the "L" and "N" of FORT DAELIN letters on the map
To complete the quest you have to find and clean [npc=137862]s.
They are located everywhere within quest area, interact with it to clean.

Description
The Venture Company contaminates our pristine waters with toxic oil. My people are strong and will endure this until the time is right to strike back. The creatures with soft skins cannot wait. We must act now and save them from this danger. Collect and scrub clean any oily sandbill pipers you see. Quickly, before it's too late!
