Lieutnant Bauer doesn't offer me the quest. I only received "A bit of a bind" from him. Completed it, but still no quest. Any ideas?
SOLUTION: When there is a world quest in the area, this bug can occur. Wait until the WQ is over. I opened a ticket and a GM confirmed. It's odd since this happened to me before I unlocked WQs (Level 118); but it still affects the quests.

The following quests Caught in the Net and Freedom for the Sea are UNAVAILABLE from Lieutenant Bauer while the "Naga Attacks!" WQ is active !
It's pointless to ticket a GM, you'll have to wait for the WQ to disappear.
The frustration is big especially since the Naga WQ length is quite long.
Patience to all of you for unlocking your Kul Tirans.

Description
When the naga force first arrived, there were a handful of the local fishermen out on boats. One of our scouts reports that most of them have been captured and are currently being kept in cages around the beach. Free any of them you happen to find and point them back here. We'll get them armed and remind the naga that you don't mess with sailors!

The naga sorceress leading this excursion seems to be in the process of binding a larger elemental. If she succeeds, we will no doubt lose our foothold here. Strike out at her, perhaps you can catch her off guard and interrupt the ritual. Remove the head from these snakes.

I'm no tidesage, but even I can tell that whatever you have there is probably not a good sign for the bastion. There's one of those Tortollans, Rikal, who's been helping us figure out a solution to whatever the naga are planning in front of the levee. He'd probably like to see this.
