There seems to be a bug with this quest where Loki may not be at the indicated turn-in point in Seekers' Vista. There will be a yellow question mark, but he just won't be there. Instead, he will be on a small island in Sandy Refuge at 34, 26.
I believe this occurs if you try to turn in this quest before completing What's Yours is Mined, Deep Sea Venture, and Battle Victorious.

Description
These Venture Co. thugs set flame to the very oils they harvest. They hope to drive us from this land. Their plan has a flaw. If a great wave extinguished every torch, their oil could not be lit. You can be our great wave! Extinguish all the flames here, and we shall be victorious this day.
