This is the quest for one of the new world bosses: [npc=112350]. You need a raid group to kill this boss.
The boss is right on the quest icon. To get there, fly to Warden's Redoubt in Azsuna, and go left (slightly up the mountain). He is on a cave.
If you are lucky with your chances, the items that he drops are 860 item level, but can be warforged (865) and titanforged (870).
Before killing the world boss, you may want to increase your chances of loot. [npc=111243] (he is standing in front of Violet Hold in Dalaran) has 2 quests that will allow you to get a Seal of Broken Fate for 1000 gold or 1000 Order Resources.

A few important notes for this boss:
- If you tag/attack, do not run out of the cave, or the boss will follow you and reset, going back to full health.
- If you die when he is about to die (depends on the raid group size but lets say 15-10% or less) it's better NOT to release and stay dead inside the cave. If you release and he dies before you get back to the cave, you may get loot but not credit for the world quest.
- The graveyard is up on the mountain, over the cave. You need to jump down to get back to the boss. Be careful not to jump into water!

Hey guys here is a little info on this tough tough world boss.
Withered J'im is of course a withered living in exile in a cave on the isle of the watchers. Upon entering the cave you will notice you have a 90% decreased damage done debuff on you. There may be ways to sort of glitch the buff off of you at far enough range, but in general you will have do deal with this debuff and your reduced damage.
If you can tank him at one end of the room and have plenty of room for your DPS/healers that is probably your best strategy. He will summon arcane orbs that pulse for damage. Single target these down. Cleave with 90% damage reduction is not good. He will put a shield on himself that when damage hits him it will spawn little arcane anomalies again single target these down when they spawn. He also does an attack that hits a designated area marked by the ground swirling, simply walk out of this. The other thing he does is clone himself, an actual clone with same health and abilities as he does making the fight harder as you go on.
If you are on a PvP server it is very hard I realize, and that you play on that PvP server to well, PvP, but if you can hold off for this boss fight it would greatly increase the haste in which you finish it. Lots of people grouped up in a cave just focus the boss and burn him.
Some other notes are that there is a cave in the back of his cave (cave within a cave) and you can hide from many adds and only occasionally will get an arcane orb inside it with you. Good place to stand if you are about to die and heal yourself up. As other mentioned do NOT run out of the cave or stand in cave entrance! This will reset the boss, even if it looks like a wipe people can run back and keep it going, think AV. Other places in the cave can also reset him, standing on things or even in the cave I mentioned CAN reset him, do not do these tricks to avoid damage if you have threat. If tank dies stop hiding immediately and come out until there is a tank on him again.
I did this on server Tichondrius high pop PvP server and our first server kill took over an hour because of all the problems I mentioned.

As of current live, you cannot be a ghost when he died to get credit for the quest. Loot yes, credit no.
