If you cannot find the quest/it is not given to you after completing [Golden Fields Forever], there are prerequisites you must complete. As quoted by Zexus-Darkspear on the forums:
"Hey guys, I found the issue. It wasn't listed anywhere, but the "deals off" quest has a few requirements.

You need to complete the Brennadam mini-horde invasion quest first (You start the mini quest series when you walk down the bridge north west of Brennadam, you see the horde invading, it has u do 5-6 quests, once completed you'll be asked to speak to Farmer Burton. Farmer Burton will ask you to help kill and clear the local farm, and once completed he will give you "Deals Off" quest.

This also unlocks the "Having a Blast" quest chain as well."
