The stragglers are just a bit southeast of the questgiver. You'll find some that are injured on the ground. Right-clicking them gives you the option of ending their misery or helping them up. Choosing to end their misery makes them fight you ("There is fight left in me yet, scum!") while helping them up makes them run away ("I don't need your pity, [class].") which is the quicker option.

What to do
Description
The Twilight sacked this town, killin' most of the Dragonmaw that lived in it. A few survived though, and they're not right keen on us takin' liberties with their supplies. Not that that matters much. Well, I'm not right keen on them attackin' my boys. Kill'm off, chase'm out - I don't care, just get'm gone.
