Think of the air bubbles as a grappling hook transportation network, that also happen to give you some air to breathe.
You have to be at least 15 to 20 yards away from an [npc=202850] to interact with it. When you target from a distance, you'll be pulled to the [npc=202850] and get an air bubble over you head for a short time. If you swim right up to the bubble, you'll get an error message: "Approaching too close". Pick up the [object=389114] while doing this quest. Swim near the surface toward the treasure icon. You won't be able to see the [object=389114] because it's behind rock formations. Check out plain green rock walls & look for broad color changes that could open to a crevice or short passage.
