Looks like this is bugged in the latest patch. None of the rep you earn toward Loamm Niffen will go toward the progress of the quest.
I found myself running around looking for ways to get rep at the start with them and then I came across Incense Gratification which I received after completion of Smells Like Kith Spirit and rewards Pungent Niffen Incense, worth 1000 rep.
