TheWoWDBthe whelp in the building is on 2nd level, the stairs to 2nd level is on your right once u enter the building. it is the same color as the inside of the building so it might be easy to miss.

I found the 4th whelp hovering over the end of the platform overlooking the water below.
same -- I eventually found the 4th one on the second floor/upstairs of the circular structure at 71, 47. went inside the structure, and immediately to the right was a pathway leading up to the second floor. 4th whelp was at the top of that pathway.

Description
They descended upon us before we could even respond. My guards held as long as they could as we evacuated the young and helpless, but I fear that there are more within the outpost. Cross that bridge and search for survivors.
