70.87, 56.75 is where you can find the cave entrance at the bottom of a waterfall.
A fun tidbit in this cave, if you look to the Glittery Streams that are casting a waterblast at the wall, you can see cave paintings. There's one to the left of Acequian and two more further behind him. They appear to depict a war between the dragons and presumably the Djaradin who you run into earlier when questing within The Waking Shores.
The Orb of Primal Waves is looted from Acequian. He is in a cave at the bottom of the waterfalls. The cave entrance is at 70.94, 56.73, and Acequian is at 72.23, 56.73. If you get stuck, you can use the coords below, or look for Zikkori near the entrance who offers another quest, Drainage Solutions which is completed in the same cave.

Description
The Orb of Primal Stone is a fortuitous find, but Acadia and Tae'shara have conflicting hypotheses regarding the barrier. I have my own hypothesis. Perhaps with more elemental orbs an answer will become clear. One of the explorers saw an oversized water elemental in a nearby cave. Defeat the elemental, and perhaps you will find another orb.
